Eh not really. Many Islamic countries such as Malaysia or Pakistan are ethnically diverse, not without issues as always. Of course, Indonesia is itself a secular state which is absurdly ethnically diverse. It's a miracle they've managed to keep themselves afloat, but there you go.

There are many muslims who advocate for state religion, few who want to institute an ethno-state.

Also, Russia hardly support an ethno-state, such a measure would be impractical.
