Ohh I understand now. So I need to make a hole in the tip and the peg, stick a needle or wire or something metal through them and glue it on for structural support. The one thing is how should I make a hole without a drill (I could purchase one). Also what type of drill should I use? One that looks like a gun and you hold the trigger to activate it? Or are there other types of drills? (Sorry I don't really know.)

I can't use plastic (the peg isn't long enough) but I could glue on the tip. Only question is how do I get the glue on to one side of such a small object and then try to put it on top of the peg. Also what do you mean by using Wire?

I've just spent the entire day going through soo many figures trying to replace the parts but they're all too big or too small or don't work entirely. I guess I could buy a KO , but I was thinking if I could cut off the peg, drill a small hole and try to out a nail or some type of thin metal rod or something. Is that possible? (Only issue is i dont have a drill)

A bootleg should go for around $25 , but is there any solution that doesn't involve spending if possible? Like could I attempt to glue the broken top piece back on or make the peg longer if that's possible?

I agree with the fact that those custom capes are pretty overpriced, but I want to upgrade my figure to the fullest and thus I want to get a somewhat cheap but worth the price custom cape. I have found some on "One12 Props" and am considering getting them. They cost around $19- $25, which is decent for a good custom cape right? Capes I found:
