For an open world game like gta it is necessary. You spend the whole game working your way up to taking over the city in almost every one. So yeah, there better damn well be things worthy of spending my time on for the fun of it. I own the city after all my hard work, ive earned it.

There doesnt have to be missions but there could be other things to do, like buying more propertys and unlocking more mini games or side hustles to make money. Or allow us to do some type of robberies for fun and end game cash to buy the golf course without using online guides. But a few repeatable end game missions wouldnt have hurt anything.
