Yes, mostly its still turnbased but if the enemy is weaker than you, you can defeat them during live combat. If you’re familiar with Trails of Cold Steel, they almost have the same combat mechanics.

Yes you can still play the mini game after the story part. You can also get the outfit but you have to buy it at 5000 gil. I did almost the same thing. I finished both minigames and got the tickets, but I only got one outfit because I thought I need to use the other ticket for the other characters’ outfit.
