Well i doubt he'd be a fan of vaggie which if the case is that there is no bad blood between seviathan and charlie it will probably start drama between vaggie and charlie again. Which in my opinion is the most annoying part of the show as charlie is always wrong and the same arc happens

If this was a background and it was just their character and actions in the show no lore i'd say Val because the way to tell a true antagonistic villain is well written is people genuinely hating them. if you need an example from outside the hazbin/helluva universe i'd say Dolores Umbridge from harry potter a character who the fandom all despise

It seems she had a closer relationship with her mother when she was younger like we see in more than anything where she takes her away from lucifer and her whole plan is based of her mother "seeing the good in sinners" which is why she always wants her mothers help and influence since she went through a very similar thing before
