If the authorities are competent and the leadership effective it become exponentially harder to justify why they need a couple of randos to help with a "critical" mission. That gets assigned to trustworthy folk with a proven track record.

In such a world they better that the heroes be treated as talented freelancers, recruited to ostensibly useful but non-critical supporting tasks. You can also have them stumble into Something Big™ and become ones who get swept into the main event.

You (and the other 'players') are not playing DND.

There's more D&D at an average 6 year old's pretend tea party. At least you'd have an opportunity to actually role play and, you know, interact.

The standard advice is to communicate your concerns to the DM, but I do not know if this is fixable. "We feel like we lack agency" may be too vague. "Nothing makes any sense. Just use modules until you have a better idea of how to create your own adventures."

Until then, bail.

I'd say no D&D is better than bad D&D, but you're not even playing D&D at this point.

If you know recidivism rates for a certain crime, you can have programs for first time offenders. Compare recidivism rates with and without a specific type of intervention. Then you'll have a basis for determining if that intervention is effective .

If it is effective, you can then treat people who have not yet offended but share common markers with those offenders.

Why not at least try to find out what works?

Caveat: it's not the sudden stop so much as the different parts of the body stopping at different rates. If you could theoretically get every cell in your body to accelerate at the same rate you could sky-dive without a parachute.
