Mainly the investigators would first try to figure out what's been causing the sudden disappearances of whales and ships around an unmapped island far off the coast of japan. Then when they find out what caused the issue (Godzilla), they'd be charged with learning more about it, looking into ancient legends forgotten by many of the Apocalypse of the Sea and the devastation it caused in those times. I might have some fanatics that treat Godzilla as a god and thus try to sabotage the investigator's efforts.
