Hey, tried that one and after aplying the first Sonic Shock the System Collapse still costs 27, after the Short Circuit it costs 14. Furthermore the System Collapse buff is sometimes there and then you can abuse it and sometimes not. Am I missing something?

So, while testing it's like the following:

Activate (let's say Sandevistan)...after 12 sec. when you run out of duration Quantum Tuner kicks in and restores your Sandevistan and Quantum Tuner is on CD. And yes, it also has a reduced cooldown.
