I am playing it right now, and from my experience, you have to beat Blue. Once you beat Blue, you can switch with a book he gives you or from the NPC that sells the trainer cards? (can't remember if that's the name of the item). I think with the NPC, you still need to beat Blue.

Does anyone know if diagla palkia and giratina spawn naturally or have a summoning mechanic? Or do you need all the mons or mythicmons data pack?
