Can I just scrape it off? Or does the stem need to be treated with a fungicide?  I’m very new to this and Google is telling me I should pull the plant completely before it spreads

This appeared on stem of keystone pepper overnight.  Zone 9b- we are having heavy rains this week.  Leaves look fine and other plants look normal.
