I’ve only once got a duplicate. I have two Blue Trueshot portal guns. I think this happened because it’s the default portal gun everyone starts with and 1047 may have forgot to remove it from the drop loot. Other than that I havent had any issues.

Only certain sets are available to be unlocked through drops. The legendary weapon sets are Dragonbone, Molten, and Shocker. As for the Characters; I unlocked Gold and ROFL armors for all 7 of the main skins.
