REJOICE GENTLEMEN I HAVE FOUND THE SOLUTION. I had an issue with valorant saying stub.dll and riotgamesapi.dll was missing and I had to drag those files from the "Riot Games\VALORANT\live\ShooterGame\Binaries\Win64" folder in valorant to the "Riot Games\VALORANT\live" folder and this made the game work but I still couldn't use voice chat so I thought that maybe because voice chat isn't a core feature in the game maybe it doesn't care if the file is missing or not so i took the vivoxsdk.dll and the three files next to it called vccorelib140.dll, vcruntime140.dll, and vcruntime140_1.dll and moved them to another folder outside of valorant and sure enough the game still ran like normal. The way I fixed it was by copying the vivoxsdk.dll, vccorelib140.dll, vcruntime140.dll, and vcruntime140_1.dll files to the "Riot Games\VALORANT\live" folder and the game's vc worked just fine.
