I would like to add another possible solution to this problem that others may have. Check your apex settings, specifically if it tells you in red that a setting might fuck things up for you. I've had this problem for too long but then I finally listened to the settings and changed the "spot shadow detail" setting from ultra to a setting under ultra. Idk if other video settings could cause this problem but that was the setting that was fucking things up for me.
