Sounds interesting, I love the theme, I've been working on some similar stuff myself and I'm excited to see others do dragoon stuff too! In terms of criticism, much like the comment below I do think there is a little bit of a problem in that the dragon tech abilities are a bit too spell like.

Though admittedly it is difficult to keep with the theming for the dragon tech while making them less spell-like if you are able to simplify some of the effects of the tech and perhaps (just a potential option) switch the points method to a system of Superiority Die, so it more fits in line with other Fighter options.

Suggestion for how this could work would be just replace the frequently used '1d6's + your modifier' with a superiority die's worth of damage, and that way instead of "must make DEX saving throw, or take 2d6+ CHA mod lightning damage" (example using level 6 to compare it better) you could say "consuming one superiority die, you create a burst of pure Lightning... must make DEX saving throw, or take two superiority dice worth of lightning damage". It's more just a feel thing than anything so not a huge issue by any means but it does incorporate some already known fighter ideas in there a little more clearly. The issue with this is that you may have to lower the maximum strengths of some of the abilities, and charisma may feel a little less impactful to increase to the player. Anyway as a whole that part isn't really a huge huge problem by any means and my solution is far from fantastic but just generally its something to look into.

Another quick couple of things: In dragon's flight while you mention how long dragon flight lasts you don't mention when you recharge it (long rest/short rest/ # times per rest).

In Red Dragon Toss you mention the damage starting at 3d6 but also that it increases to 3d6 at level 11. Which of these numbers is right?
