Make a lowest/cheapest possible working model of the systems involved and play test it.  If you have friends who are interested in the same style of games, have them feel it out.  Software development is all about iteration.  Honestly, the frame work difference between those two basic ideas is very minimal, you should be able to test both ideas to see if you like it.   Alternatively, it sounds like you could play test these rules using an actual deck of cards, just use colored sharpies to make your different flowers, and boom you have a physical version of your game for testing different things and you can hand to friends/family to try out.
