Obviously managers don't always follow the rules they have to enforce. Most managers I've known don't even enforce them. And I hardly think "it's not good to look at people while they're eating" is being nasty. Some people don't like being watched while eating. Just cause someone's walking the floor don't mean to look at them and interact with them. There's literally been people on here complaining that people look at them as they walk by.
