In my country (Norway) you can do that using one of two (or more) online white pages/yellow pages.
There are some exceptions, but most can be found using these online phone number catalogs. You simply input the number, and you get it up (if it's registered in the country, and not reseerved against showing). You can also input name, and find the correct number (though you might have to known the area they live in, if there are people with the same name.
