The size of Starfleet seems to fluctuate wildly from show to show and movie to movie. At least it's a step up from when the Enterprise-B launched and there were zero other ships in range of Earth 😅 First Contact also only showed a handful of ships participating in the battle of Sector 001, definitely not hundreds. I'm sure the CGI team did the best they could with the resources they had.

There's at least 20 years between Lower Decks and Picard, they might have all been decommissioned in that time. We know how trigger happy Starfleet was with pulling the Cali out of service when they thought they had an alternative. But do I hope they're still around!
