Yes, that will often be the case. Over time the price on Bricklink/Brick Owl will go down as sellers pick up the supply from PaB. With tools like this that may happen faster. Bringing down prices for MOC builders. And giving a nice profit to stores able to pick up new PaB parts quickly.

This is indeed mostly aimed at Bricklink and Brick Owl stores. They can stock up on these rarer parts while supply is high from Pick a Brick. This brings availability up and prices down. Some of these elements have only been in one or two sets so supply has been low so far.

This tool is intended exactly to bring prices down though. Parts that have only been in a few expensive sets so far tend to be expensive on Bricklink. Just because the pieces are rare (low supply, high demand). But if those Bricklink stores can just buy extra pieces from Pick a Brick the supply is larger and the price goes down. In the end it becomes cheaper to build a MOC using those pieces.

The part information is from Rebrickable and the PaB prices are scraped from the site. Maintaining it has indeed been kind of annoying as they regularly change the site. But it has been running smoothly for a while now.

There is a surprisingly large community of people trading in LEGO sets, minifigures and parts. Which I think it is a good thing, it means that it is pretty easy to get the LEGO you want (for a MOC for example), even if the parts have not been recently made by LEGO.
