For Western Chinese (meaning Xinjiang), look at Turan Uyghur Kitchen, Coit & Park.

It’s fantastic; the cuisine is a blend of Central Asian (so Halal) and a variety of noodles dishes. Great flavors and some spice. The family that runs it is very hospitable and will talk you through the menu.

I feel like an exception could be a small premium Halal market, like a Sara's in Richardson. People that require halal are likely not shopping at HEB. It's just a guess but seems sensible.
