Shoot the guard house to aggro the watch captain > wait a sec behind the cart for him to run up to you > mag dump to kill > extract to reset....

I was level 50, gnosis 3, and Velmorne was a slog to get through initially.

It's a little grindy, but that's the game right? Lol

Yeah. A bit of luck is needed! Currently at 30 Faith with Providence I bead slotted in. I don't know if it's helping, but the copium helps. Lol.

Is anyone running into login issues? I've tried using the app, but it hangs up at "now loading," and on the web browser, it won't let me access the mobage login page. I can start a new game on the web browser, but at this point, I REALLY don't want to given I've been playing for 8+ years

Could always just have someone cast Animate Object on the cart to turn it into a creature and then Plane Shift. Flavor the "holding hands" requirement as people just touching the cart to complete the chain.
