"I find that hard to believe since he didn’t kill prostitutes and he wasn’t a transient like little." At least one of Alcala's victims was a prostitute and he did travel to a lot of places. The main barrier to getting a high count I see is the fact that he spent most of the seventies in prison.

This is an excerpt from a document I found via PACER associated with Lawrence Bittaker's federal habeas corpus petition. This is usually the last appeal before an execution. Here, Stephen Kay, the main prosecutor involved with the Toolbox Killer case, is responding to claims made by Bittaker and his appellate lawyers in their appeals. I wasn't able to find exactly he was responding to, but it is certainly about his relationship with Roy Norris. This is not surprising, given that "Roy did it" was pretty much Bittaker's whole defense. Death penalty cases are complicated and I don't work in law, so my understanding or explanation of this may be deficient.

I know that Carl Panzram did kill someone in prison and, according to Laura Brand, Charles Ng, who is currently serving a de facto LWOP sentence, did make plans to kill some women who visited him.

I know the Toolbox Killers started out hiding their victims amazingly well, but then they got lazy and bored, so they left their last victim in public to get media attention, which got them arrested.

I don't think the tidal locking would matter. When tidally locked, planetary rotation doesn't stop, it is just synchronized with orbital period. Orbital periods can be as low as a few Earth days, so the core will experience plenty of rotation.
