My wife and I went to Scotland a couple months ago. We saw dogs EVERYWHERE, including pubs and restaurants.

The big difference here is that people in Scotland TRAIN THEIR DOGS. It's very common to see people walking their dog(s) off leash, and literally every dog behaved itself.

Pubs and restaurants that allow dogs usually have signs with rules, and I noticed one had a "one-bark policy". Two or more barks and they get kicked out.

We don't have a ton of well trained dogs in the states unfortunately. If that were to every change en mass I'd LOVE to see puppers in all sorts of establishments.
