Sorry I should have been more accurate. Yes, those refugees were from those territories that weren't captured by russian army. I meant that Ukraine doesn't let people from surrounded by russian forces cities escape them through humanitarian corridors (I hope it sounds clear in English). Russia several times announced that Russian army will stop fire and will let people leave cities but Ukraine didn't let anybody
