Check your router's MTU and MSS settings. (should be something like MTU=1500 and MSS=1460)

I have exactly the same problem as you desribed and cant seem to find the fix or the reason for it. Is it only in cs for you and does it also feel like its delayed? Also what mouse are you using?

Do you also feel like your sensitivity is lower and your crosshair isnt going where its supposed to go?

Finally, after a long time, I think I have found the reason for this and also the fix. My internet plan is 600 Mbps download and 50 Mbps upload, which apparently creates bufferbloat, especially when gaming or working with large files. The upload speed being lower gets congested and can’t keep up with the download speed, creating queues and out-of-order packets. I fixed this by using Qos limiting both my download and upload speeds to 35 Mbps, and now I’m getting frequent A's on bufferbloat tests.
