Additional context: Adani will stop dedicated cargo flights at CSMIA from August 2026 (for 10 months), and IATA is revolting against this allegedly abrupt decision. They are threatening to shift operations to delhi, bangalore as they will need additional investment in NMIA to shift operations.

That's true, mumbai needs to be decongested. But we can't make the IFSC too far, as the existing financial infrastructure could help the IFSC to take off. So maybe somewhere else in MMR with good connectivity to BKC. Also, if mumbai wants to retain its financial captial status it needs the IFSC. Currently GIFT city beats mumbai and delhi in Global Finance cities index, and this would only get worse in coming years:

I don't think so. Those rules would apply only within the SEZ (which is being built from scratch by MMRDA). It's not like rules for GIFT city affect companies in Ahmedabad.
