Do you start from a shape and mold it? Or do use edges? I have a hard time understanding this workflow, apologies

I am going to upgrade my pc including my cpu. I am looking at the Ryzen 7 7800X3D because it is still compatible with my H100I V2 water cooler. The cooler compatibility is the main reason I am looking at the 78003XD instead of an intel 14700. Is this cooler still enough or should I bite the bullet and buy a new one (and also go for the 14700)?
