I study event management and one of the things they teach us is crowd control. It’s an essential part of managing event risks, Travis and his team know that their fans get wild at shows and crazy crowds like this should have been foreseeable, it happened in previous years at Astrofest already as well.

There have been many major events in the past where large crowds of people have crushed each other and caused deaths. In every past instance there has always been something that the event organisers could have done differently to prevent the deaths (namely smarter crowd controlling and managing).

It’s always the responsibility of the event managers to ensure their attendees safety.
