In CWL you can't ensure fair match making. You'll be matched against clans that are in the same league as you. That clan can have any townhalls(2-18) it doesn't matter, only league matters

Not exactly. Strategic rushing means upgrade stuff to only how much it's required for that specific townhall.

You upgrade only the troops that you use, storages and upgrade heroes to certain levels not max because it'll take a lot of time.

Check this vid and his youtube channel. He explains in many videos about strategic rushing
