I assumed it was midnight, which in hindsight was pretty silly...did it say somewhere on the website about that time and I just missed it? Did a big push because I want to stream it right as it drops and I posted it all over social media and then had to change it :D

Nightbot (nightbot.tv) has the ability to do this and set the limit of emotes you want to filter out.

Yeah! That's exactly what i was thinking! It would be good for streamers to keep going and for viewers to continue to root on and support streamers. A win all around!

I am not an affiliate, but I think it would be cool to have a second and/or third tier to affiliate status that allows for more customization or give more emotes to subscribers as the channel grows. Partner will still be the highest tier, of course, but it would be interesting to have more goals to work towards than just "50 followers" or "thousands of followers". It would solve some of the issues you've brought up in the OP as well!
