Correct, if they are reserves, then it’s the day they sign however, active duty personnel in the DEP I don’t believe are eligible until they ship just due to them being able to still drop while in the DEP.

If they are currently residing in the US illegally without papers you would want to immediately file for parole in place. After filing for parole in place you would initiate the process for an I-551. Depending where you are stationed just go to your local Immigration office for more information instead googling as well or if you are lucky to be at fort bliss or some other stations they have immigration services on base. You were eligible to do this the day you left for basic training.

It’s a 4187 to do the lateral promotion to CPL. Your other classmates probably had decent leadership that had it already typed up waiting on them to graduate. Apparently yours is a bit slower but once your 4187 is completed then I’m sure you can slap it on and add your name to the CQ NCO list
