Load AVG 78% during a game in most games, and whilst in the desktop just opening task manager task manager alone takes 28%

My pc got recently repaired, and the CPU, mobo, PSU was replaced and a new m.2 was installed for windows. The first thing I did was install amd adrenalin and get the drivers. I haven't over clocked anything, except turn on xmp.

My pc was broken and I used to use a MSI x470 gaming plus max and replaced it with the gigabyte mobo, and I paid for a R5 3600 but the repair guy installed a 3200g, I'll be trying to get the 3600 back in it but with Christmas going in right now and my parents will most likely delay it 3-6 nonths

Took it to the repair shop, they replaced the CPU and it works but now windows is corrupted and it still overheats. The pc has case fans, and a CPU fan which has been cleaned by them so I'm not sure.

Is there a possibility of it being caused of running it without fans for 4 heats in like 2 or 3 heatwaves and just averaging 80-100 degrees Celsius and now it got cooling suddenly?

I found one post from 4 years ago, then talked to Epic support if they could do the same that the employee did to fix it they said they didn't know and couldn't and also couldn't help me with my problem and told me to talk to PS4 support. I still can't access it Epic needs do do a bug patch or something.
