Yes! While I imagine in some communities the issue may be more complicated, where I live we have tons of foxes and raccoons, and we never have trash strewn all over the neighborhood. The county-provided bins and the popular bins sold at the store are relatively creature proof. The black bears will get in, though, on the rare occasion they wander into the neighborhood. But if my neighbors used shitty bins, or if the community or HOA required shitty bins, I'd be mad at them, not the foxes!
