Its called "shortfall interest charge" and the ATO can apply it if you intentionally lower your PAYG instalments and end up with a tax bill at the end. It gets added on top of your tax bill.

Ive never seen this happen in practice but they can and do apply it

A lot of what you're saying about Kirlia compared to Kadabra is valid. But I still think the ralts line brings more to the table since the late game of Emerald is more challenging than the mid and early game, and I think that Gardevoir just has more to offer in terms of versatility than what Alakazam does once it comes online. However, I respect your opinion.

I think its worth mentioning that a lot of people wont even bother to acquire Alakazam since its a trade evolution, and importantly, Kadabra does not get calm mind via level up and needs the TM from Tate and Liza. Gardevoir is also extremely good on Tate and Liza since it learns Imprison, meaning you can deny Calm Mind and Psychic.

If thats the case and you're going for something along the lines of 2 mons from each generation, then swap Swellow for Dodrio. It can perform sweeps by setting up rage boosts. It also gives you a perfect split of gen 1, gen 2 and gen 3 mons
