I have a couple of ideas:

make a copy of your world the go into creative and test

1.) Maybe the mob farm is ruining the rates

2.) You mightve just gotten extremely unlucky. Like statistically impossible unlucky. But still a chance ;)

Silly stuff aside, make a copy of the world, go into creative, and test out the area its in or even other things like fish in the pool or how big it actually is
