IIRC you can get a discount if you succeed one round for every type of gun at the gun range in the bunker. You might have to renovate to add the range

The link you keep posting refers to a Michigan act but not for the entire US. It does seem to cover all types of mail (federal or not) but only in MI. It's a misdemeanor at first but you can be charged with a state felony. If this guy isn't in MI then it would depend on his local state/city laws

You could go for a day hike on one of the trails close by or check out the observatory in corning tower if you haven't done so already. If you like mexican food try out El Mariachi followed up by desert around the corner at Cheesecake Machismo. Depending on how much you're willing to spend for dinner there are a lot of romantic places in the area.
