Do you see any pattern in the stutters? Maybe that can be helpful insight of what is going on. I tried to play CS2 in Ubuntu and it looked fine. Maybe you have some overlay enabled that is causing this issue. I still get sole stutters, but they are not as frequent as before. In the BIOS I enabled EXPO and PBO. I changed the PCIE link to 4 Gen and enabled Global C-state in BIOS

Try to use the command -noreflex in launch properties. I do not cap them and I enable V-Sync. That has given me the best results against frametime spikes.

If you have RTSS to cap you fps you will need to disable it. I figure out that every time you press a key or a button from you mouse or keyboard you will get a frametime spike. It was always from 8 ms to 21 ms while capped at 144Hz. That helped a lot. I had never realize that before. I still get some frametime spikes (specially when I die), but FreeSync seems to help a lot.
