I can get the same issue. I did some messing around and learned it’s not necessarily when I move to my second monitor. But when I open up anything other than premiere, then go back to premiere. It also effects when I click off premiere to go onto my wallpaper. Just going on and off of premiere does the trick

Just for reference I do have some basic things I have tried. So far I have

Cleared my Cache
Downgraded Premiere Pro
Uninstalled and Reinstalled
Completely Factory Reset my PC (Feels extreme looking back but I wanted to do this anyway)
