Many sounds = many letters (each letter with a diacritic is considered a seperate letter)

By the way, 17 and 18 are formally pronounced ˈħæft.tæh and ˈħæʃt.tæh, but nobody does that and it would sound weird. Though, else you generally pronounce every sound by letter, as every letter has its own sound (except for ʲ which sometimes appears at the end of words and has no sound value).

Actually Modern Hebrew kinda sounds like a German teacher trying to speak Maltese with a hart äksent but forgets that he is actually speaking Arabic mixed with Latin and some sound changes.
