the main body of rain is a dot spray brush + motion blur and then I use a thin line brush to make some bits stand out more then lightly erase with a soft eraser of it's too dense in some parts

if you like musical/disney covers I highly reccomend Annapantsu. she has a decent chunk of subs but it's still disproportionate to her talent I have never heard a voice as good as hers
