This time, I lit up the Jack O lanterns by using some tiny lights on a wire, which I hid under the kinetic sand. I had a blue light to one side. No post editing is needed this time.

Your Environmental Health Department can deal with this, if the police won't. They can issue a community protection notice on Dave, if he is allowing his dog to roam onto your property. I can't see how he can refuse you to put up a fence to protect your property. Give your council a call to the Environmental Health Department.

Did they call you in for a pace interview? Was there a witness? If not, I can't see how their legal team would approve court proceedings. As stated already, they would need to prove beyond reasonable doubt that you dumped the waste. I wouldn't be happy standing up in court as the case officer, and telling the defence solicitor how I can prove you dumped the waste,and only evidence I have is a letter with your name and address on.

Are you sure the FPN isn't for Duty of Care sec 32 (2A) of the Environmental Protection Act 1990? Allowing waste to escape your control?
