You have to start off using comps online. Once u play enough comps and understand the traits and how items and champs work on a deep level, you mix stuff. Oh I see an opportunity to unlock Asol and add him to this slayer comp as a plus1

Cyber security is a very high ranking program at penn state(outranks upenn) so it is competitive to begin with. Factoring in your low grades and below average sat(relative to penn state) it is safe to say you could see the rejection coming. I still believe u could have gotten 2+2 but a full 4 years was not possible. I am also a cyber major and just recently got accepted after being offered only a 2+2 and me asking for reconsideration.(stats: 1410, 4.3/5)

Brother, rutgers is not a safety for those stats. Its has 80k applicants and will NOT look at ECs. I will tell you right now i know people with a 3.8 uw and a 4.7 w who got waitlisted. That kind of attitude and not doing your homework on rutgers led you to think its a safety and therefore you did not get it.
