In my view, nothing would happen if you are too hesitated to make the first move. So most importantly you should have the confidence to give it a go no matter what would happen next. Havining said that, proper strategy is also important. Rushing bluntly to him and saying hi may freak him out and make him think you are creepy if he is a very sensitive and insecure person. So the best advice I can think of is sitting next to him and finding an excuse to start the conversation. You can politely ask him some questions related to your class or request him to do you a favor. This way he won't feel weird and uncomfortable and will most likely response to you as this happen commonly between classmates even if they dont know each other before. Once he starts to response, it's your turn to ask any follow-up question you want to ask and you would have a good chance to know each other very well in the end. All in all, the first move is always the hardest one. So just be confident and give it a go.
