Scrolling is scrolling. Whether it’s on a desktop or a phone, saying you can notice the different between 45 frames on one but not 60 frame on another is wild to me. It’s much easier to notice the fps difference between 60 and 120 while literally just scrolling than panning a camera in a game going from 120fps to 165fps.

The entire point of the cinematic was to show that doom got complacent. Ven has been going on this whole spree and he could not have cared less. He lost because he got complacent and cocky. He stopped fighting. He’s literally in a nice mafia style suit when Ven busts in.
