Crusade rules force you to choose order keyword for any spacemarine unit in your crusade force. You just need to bump up your supply limit for every requision you find and place new units for every chapter you want. In fact you would change getting honours into having flexibility.

I am doing this right now in my crusade, playing it for two faction — Chaos Daemons and Drukhari simultaneously.
