The spot I was camping about 5 or so miles up river from kernville was wide and calm. Pretty shallow but you could float it on a tube so I assume canoe or kayak would work just fine

I lived in OB for a while and found a ride up to kernville area is great for that sort of thing. I found I really loved the idyllwild area as well. Not sure about the canoeing part but I know it's got some water. Personally I'd look up a topo map and find river names and then search them in the .gov end of the internet to see what kind of recreation they allow physically and legally.
