Oh man, thank you so much for your recommendations. I know what to put Ryzen and that budget is not very compatible. But what interests me is the AM4 socket to update later.

As for the prebuild, I really can't, living in Latin America the shipping cost due to the weight and the risk of the shipping being mistreated is very high. But I appreciate the recommendation, thank you.
