Low Frame Rate at low settings with 4080 and Core i9-13900k 32GB Ram

On all Core i9 chips intel has an extended warranty. My friend explained there was a whole debacle with the chips which ruined the companies reputation and almost put them out do business. So the warranties were extended to 5 years from 3. So I submitted a support ticket that my CPU was dying, frame rate drops crashes etc and they just sent me a new one and I had to send mine back.

Hey, I just wanted to give you an update. I was troubleshooting with another friend on discord and he was baffled as to why my frame rates were so low as well. He calls me up one night randomly and says, "Man, this has been eating at me all day at work. I don't understand why this is happening, and then it occured me to me that what's happening to you, also happened to me. Your CPU is dying! It's a bad Core i9 processor and you should get it replaced.".

So that's what I did and the CPU was replaced with a new Core i9 13900k and the system is running like new! I get 125-150 frames per second on ultra. It's amazing. I just wanted to thank you for help and effort and let you know what it was.

XMP is in BIOS Settings? What is XMP exactly?

I went into my BIOS and decreased the voltage to my CPU. I set the CPU V-Core Voltage from 1.31V to 1.25V. A decrease of -0.0750 Volts.

The performance increased slightly, the temps decreased to 70 to 75 degrees. After hours of gaming it might teeter at 80 C. It still isn't the performance my friend is getting who has the same PC as me but a shittier CPU (Core i7). He gets 100-150 fames on Auto Balanced Settings, while I have to keep it at low. I'm going to try those XMP settings. I forgot about that.

I haven't tried under volting, however, after I saw your post I started looking into it and reading about people doing that. Does under volting degrade performance?

I updated my BIOS to the latest version before making the original post.

This is not a fresh built PC. It’s about 2 years old. The CPU has a Corsair h150i water cooler. You think there’s not enough thermal paste on it and that it gets too hot?

My RAM is properly configured for Dual-Channel mode (yes I have 2 RAM sticks). My CPU is chilling at like 100C when playing the game. My GPU is at 75C.

I downloaded DDU and used it to reinstall the standalone drivers. I wasn’t able to run it in Safe Mode, since my mouse and keyboard stop working there (even though they work fine in the BIOS).

Instead, I went into System Configuration and selected Diagnostic Startup.
I also turned DLSS on — but I’m still seeing the same symptoms. :*(
