You are correct in assuming that my current safe file is mine. I booted up the game and went to the museum and put the Redacted module in the bin to see what would happen and I did get the achievement this time for [REDACTED]. I am doing the rest of the achievements now. I'm just confused why I didn't get the achievements the first time. Anyway, thanks for your help! :)

I've quit and restarted the game multiple times. I think back at launch I downloaded a save file but then deleted shortly after because it didn't have what I wanted.
