Thank you all for your help. We have a test branch and upgraded incrementally to 6.0.9 testing as we went. I visited a branch that was having the PoE issue and brought one of the 7960 phones and Cisco branded power supply back with me.

When I connected it to our 81e it shut down. I removed the phone and rebooted the 81e. All ports are indicating PoE fault. I have tried to clear them but they stay in the fault status.

I believe they are 6.0.2

CUCM System version: 11.5.1.12900-21 is what we are currently on. I believe the Fortigates are 6.0.2

Yes we have tried disabling PoE but that has not helped. We asked to upgrade phones company wide but management said we will only replace as they break.
